About this opportunity

The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 4, through its Regional Procurement Office East (RPOE) and Network Contracting Office 4 (NCO 4), has published a Special Notice announcing an intent to award a sole source contract to TrillaMed, LLC for an Aesculap System and accessories. This urgent procurement is classified under NAICS code 339114 (Dental Equipment and Supplies Manufacturing) with a small business size standard of 750 employees and falls under PSC code 6520 (Dental Instruments, Equipment, and Supplies). The notice seeks to identify potential vendors capable of supplying the required equipment for the Lebanon VA Medical Center. This is not a competitive procurement but rather an opportunity for interested firms to demonstrate their capabilities prior to contract award. The VA has designated this procurement as urgent in nature to maintain patient care standards and sterile supply storage operations.

The objective of this Special Notice is to allow alternative vendors to submit capability statements demonstrating their ability to meet the Aesculap System requirements before the VA proceeds with awarding the contract to TrillaMed, LLC, an SDVOSB holding a GSA contract. Interested vendors must submit written responses by 10:00 AM EST on October 24, 2025, via email, including their company name, SAM UEI number, point of contact information, business size, capabilities statement, and country of origin. Vendors must clearly identify whether they are direct suppliers, service providers, or authorized resellers/distributors and provide evidence of their ability to meet requirements, including relevant corporate experience, contract details, performance periods, supply specifications, and customer references. Only firms capable of supplying Aesculap Containers specifically—due to compatibility with previously procured equipment—are eligible to participate. The VA reserves the right to evaluate responses without guaranteeing further procurement action and will not return any submitted information.

Notice text

NOTICE OF INTENT TO AWARD SOLE SOURCE:

The Department of Veterans Affairs (VA), Regional Procurement Office East (RPOE), Network Contracting Office 4 (NCO 4) intends to award a urgent sole source contract to TrillaMed, LLC, 30100 Telegraph Road, Suite 366, Bingham Farms, MI 48025.

The Veterans Integrated Service Network (VISN) 4 is purchasing the Aesculap System and its accessories, to be supplied by TrillaMed, LLC, for use at the Lebanon VA Medical Center. This is not a request for competitive quotes. Interested firms that can meet this requirement must submit written notification and capability statements before the deadline. Vendors must state if they are the direct supplier, service provider, or authorized reseller/distributor. They must provide evidence demonstrating their ability to meet the requirements, including relevant corporate experience, the contract number, contract amount, performance period, details of the supply, and customer contact information.

Responses must include the following information:

The government will evaluate responses but may decide not to proceed with this procurement. The government will not return any submitted information.

Responses are due by 10:00 am EST on October 24, 2025, via email to Ryan.Hatfield@va.gov. This notice serves as the only announcement of the Government's intent to award a sole-source contract. The Government will not pay for submitted information. Responses will be considered only for future procurement assessments.

Draft Statement of Need

Aesculap System and Accessories

Background:

The Lebanon VA Medical Center (LVAMC) has URGENT requirement for one (1) Aesculap System and its accessories. Currently, the dental RME inventory requires daily reprocessing to maintain the necessary supply for normal patient load. Upon the closing of the main sterile processing service department, and relocation to mobile processing trailers, the turnover time will increase from one day to two, which will require an additional set of dental equipment to sustain the current patient schedule.

The Aesculap System is a reusable rigid container system used for the packaging, transportation, and storage of instruments prior to, during, and after sterilization. It consists of the various sizes of container bottoms, container lids, and basket options, and Aesculap accessories such as instrument holders, baskets, filters, indicator cards and tamper evident locks.
