About this opportunity

The Department of Veterans Affairs, Joseph Maxwell Cleland Atlanta VA Medical Center has issued a Special Notice announcing its intent to make a sole source award for the replacement of surgical microscope equipment. The procurement involves removing an existing Carl Zeiss Pentero 800 S Surgical Microscope that has reached end of life and installing a new Carl Zeiss Kinevo 900 S Surgical Microscope system. The VA Columbia Healthcare System is facilitating this procurement on behalf of the Atlanta VA Medical Center. The intended awardee is ProAim Americas, LLC, which holds a Unique Entity Identifier of KECHQ6LN3HN7 and is classified as a small business. This procurement falls under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing with a small business size standard of 1,250 employees.

The primary objective of this procurement is to replace end-of-life surgical equipment with advanced microscope technology specifically designed for complex neurosurgical and otolaryngology procedures. Contractors have until August 22, 2025, at 11:00 AM EST to submit responses to Joseph.Locke@va.gov, though this is explicitly not a request for competitive quotes. The procurement is set aside for small businesses, and ProAim Americas, LLC is positioned as the sole authorized sales representative for Carl Zeiss products, with exclusive authorization for service contracts, repairs, and equipment modifications. The new Kinevo 900 S system features advanced capabilities including 6-axis motorized functionality, zoom range of 200-625mm, and integrated electronic active dampening system. While the VA intends to make a direct award, contractors may still submit capability statements, proposals, or quotations for potential consideration by the contracting officer. The procurement includes 12 line items encompassing the robotic visualization system, various tubes and eyepieces, 4K video equipment, navigation interfaces, and clinical accessories.

Requirement:

The Joseph Maxwell Cleland Atlanta VA Medical Center (Facility Number 508) requires the brand name only purchase of one (1) Carl Zeiss Kinevo 900 S- Surgical Microscope and its associated peripherals for a variety of complex surgeries, particularly in neurosurgery and otolaryngology (ENT). The current Carl Zeiss Pentero 800 S Surgical Microscope has reached its end of life and had recently (July August 2025) incurred several repairs requiring on site vendor support. Without a functional and operating microscope, the Atlanta VA Medical Center will not be able to provide most Neurosurgical and Spine procedures. Thus, the facility would be unable to provide a high standard of care and would force patients into receiving care in the private sector, thus incurring additional costs to the VA.

This is a BRAND NAME ONLY requirement IAW FAR 13.106-1(b)(2)- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
