About this opportunity
The Department of Veterans Affairs has awarded a sole-source contract to Securitas Healthcare LLC for a new WanderGuard patient elopement prevention system at Louis A. Johnson VA Medical Center (VISN 05), with an award value of $54,825.00 on July 17, 2026.
The existing WanderGuard equipment has exceeded its practical life expectancy and is experiencing frequent malfunctions. The VA determined that Securitas Healthcare is the only vendor capable of providing an upgrade path that maintains system continuity and preserves interoperability with the facility's existing infrastructure, avoiding costly replacement, retraining, and operational disruptions. Market research confirmed that WanderGuard is the only system meeting the facility's technical and clinical requirements while ensuring seamless compatibility. The system is critical for monitoring veterans with dementia, cognitive impairment, or conditions that increase elopement risk, enabling staff to respond quickly when patients attempt to leave designated care areas.
The procurement covers a WanderGuard Blue Door Bundle, external LF antenna for EX5700 controllers with 25-foot CAT5 cable, outdoor keypad K110, passive infrared sensor/door, and wireless remote annunciator (ECHOSTREAM). The equipment will be installed on units 3A and the CLC at the Louis A. Johnson VA Medical Center. Contracting activity is located in Baltimore, Maryland. The product service code is 6515 (Medical and Surgical Instruments, Equipment, and Supplies); NAICS code is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing).

Medical Center (540-26-3-072-0097)
2. Brief Description of Supplies/ Services required and the intended
use/Estimated Amount:
WanderGuard Blue Door Bundle, External LF Antenna for EX5700 Controllers
with 25ft CAT5 cable, Outdoor Keypad K110, PASSIVE INFRARED
SENSOR/DOOR, and WIRELESS REMOTE ANNUNCIATOR (ECHOSTREAM).
3. Unique characteristics that limit availability to only one source, with the
reason no other supplies or services can be used:
This is a request for other than full and open competition for the procurement of a
new WanderGuard patient elopement system on 3A and the CLC at the Louis A.
Johnson VA Medical Center. The current WanderGuard equipment has exceeded its
practical life expectancy and is beginning to show signs of age through more
frequent malfunctions. These systems are critical for monitoring Veterans with
dementia, cognitive impairment, or other conditions that increase the risk of
wandering or elopement. A reliable alert system allows staff to respond quickly when
a patient attempts to leave a designated care area, helping to prevent injuries,
unsafe situations, or patients becoming lost. Upgrading to a new WanderGuard
system is essential to ensure consistent monitoring, reduce equipment failures, and
maintain a safe care environment for our Veterans.
Upgrading to the newest WanderGuard system from Securitas Healthcare provides
best value because it is fully compatible with our existing infrastructure, avoiding
costly replacement, retraining, and operational disruptions. Securitas Healthcare is
the only vendor that can provide an upgrade path that maintains system continuity,
preserves interoperability, and reduces risk to resident safety monitoring.
5.4. Description of market research conducted and results or statement why it
was not conducted:
