About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA VHA) is seeking to procure a ValleyLab FT10 Energy Platform for the South Texas VA Healthcare System in San Antonio. The pre-solicitation notice indicates an intent to issue a sole source award to Medtronic under FAR 13.501(a)(1), though the VA is simultaneously conducting market research to explore potential small business alternatives. The equipment must include specific technological capabilities, such as TissueFect sensing technology that monitors tissue impedance 434,000 times per second and LigaSure vessel sealing technology with adaptive sealing algorithms. Interested contractors are required to submit detailed responses by March 11, 2025, at 8:00 AM Central Time, including business information, distribution authorization, and estimated market pricing. Evaluation criteria will focus on the ability to provide U.S.-manufactured items, authorized distribution status, and potential small business qualifications.

While the notice is initially structured as a sole source procurement, the VA is explicitly seeking responses from Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and other small business manufacturers or authorized distributors. Respondents must provide specific documentation, including SAM UID number, NAICS code (621493), business size and type, and any applicable GSA or Federal Supply Schedule contract numbers. No specific award value or budget range is disclosed in the pre-solicitation notice. The procurement is categorized under PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies, and the VA has emphasized that gray market items will not be accepted. The final procurement strategy will be determined based on the responses received, with the potential for a small business set-aside if capable vendors can provide fair and reasonable pricing.
