The procurement is being conducted under FAR 6.302-1 authority, citing that only one source can satisfy the agency's requirements, as Ivek Corporation is the proprietary developer and sole service provider with exclusive maintenance rights for this equipment. The government is seeking a firm fixed-price contract and has determined that no other company can provide maintenance services without violating proprietary rights and voiding equipment warranties. While this is not a competitive solicitation, interested vendors may submit capability statements with supporting documentation from Ivek Corporation proving authorization as resellers, dealers, or third-party maintenance providers. The deadline for capability statements is July 9, 2025, and responses should be emailed to Contracting Specialist Michael Wicht at michael.wicht@va.gov with "Response to Methadone Dispenser Pumps provider" in the subject line.
This procurement does not utilize any set-aside designations and is classified under NAICS code 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing) and PSC code 6515 (Medical and Surgical Instruments, Equipment, and Supplies). Ivek Corporation, located at 10 Fairbanks Road North Springfield, Vermont, with UEI R2MJW61XHQ43, is the intended sole source contractor and current service provider for the Minneapolis VA Health Care System's existing methadone dispenser equipment. The government retains sole discretion in determining whether to conduct the procurement on a competitive basis based on any responses received to this notice. No contract value or budget range has been disclosed in the pre-solicitation documentation.
