About this opportunity
The Department of Veterans Affairs (VA) National Acquisition Center is seeking to procure customized prescription hearing aid devices and repair services for eligible veterans and Department of Defense members through a sole-source contract with Starkey Laboratories. The procurement falls under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing, with a size standard of 1,250 employees. The primary objectives are to ensure national clinical availability of hearing aids, standardize pricing across the VA enterprise, and provide comprehensive repair services for proprietary hearing aid devices. Interested parties may submit capability statements to Contract Specialist Connie Gordon at connie.gordon1@va.gov within 30 days of the November 27, 2024 publication date, with a response deadline of December 12, 2024. The VA will review submitted statements to determine whether to conduct a competitive procurement, though the final decision remains entirely at the agency's discretion.
This procurement is not set aside for any specific business category and will be awarded as a single-source contract directly to Starkey Laboratories. The contract will be a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) agreement with a five-year ordering period, covering multiple hearing aid product lines including Picasso, Signature Series, Genesis, Evolv, Surflink, and Starlink wireless systems. Market research confirmed that only the original manufacturer can perform repairs due to proprietary technical specifications, and five major hearing aid manufacturers control approximately 100% of the U.S. market for FDA-compliant prescription devices. Other manufacturers who expressed interest in the opportunity include GNResound, Oticon Inc., WS Audiology USA Inc., and Sonova USA Inc. The procurement is being conducted under Title 41 U.S.C. 3304 and FAR subpart 6.302-1, which allows for sole-source procurement when only one responsible source can satisfy agency requirements.
