About this opportunity
The Department of Veterans Affairs (VA) National Acquisition Center is seeking to procure customized (prescription) hearing aid devices and repair services for eligible veterans and Department of Defense members through a sole-source contract with Oticon, Inc. The procurement falls under NAICS code 334510 with a size standard of 1,250 employees, and aims to provide national clinical availability of hearing aids, standardize pricing, and ensure compliant ordering processes across the VA enterprise. The contract is being pursued under Title 41 U.S.C. 3304 as implemented by FAR subpart 6.302-1, which allows for procurement from only one responsible source when no other supplies or services will satisfy agency requirements. Interested parties may submit capability statements to Contract Specialist Connie Gordon by email at connie.gordon1@va.gov, with all submissions received within 30 days of publication being considered. The VA will review these submissions to determine whether to conduct a competitive procurement, though this notice is not a request for competitive proposals.
The contract is not set aside for any specific category of business and will cover seven Oticon product lines including Own, Intent, Real, Opn S, Play PX, CROS, and Xceed. The procurement will be a single-award firm-fixed price indefinite delivery/indefinite quantity (IDIQ) contract with a five-year ordering period. The VA is pursuing this sole-source approach because hearing aid devices and repairs are proprietary to manufacturers, requiring specialized training and technical data. The contract is listed as an OMB Best-in-Class contract vehicle, and future contract actions may consider manufacturers meeting Trade Agreements Act (TAA) and Food and Drug Administration (FDA) requirements. The deadline for submitting capability statements is December 12, 2024, at 14:00 Mountain Time, with the final determination of competitive procurement remaining solely at the discretion of the VA.
