About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 (VA VISN 10) has issued a Special Notice announcing its intent to negotiate a sole source contract for medical equipment. The notice specifically concerns the procurement of two Olympus LTF-S190-5 Endo Flex 5 HD Videoscopes and one OTV-S200 NTSC with power cord for the VA Indianapolis facility. The procurement will be conducted under Simplified Acquisition Procedures using FAR 6.302-1 authority, which allows for acquisition from only one responsible source. The contract will be awarded to Alliant Enterprises, a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in Grand Rapids, Michigan. The procurement falls under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing.

The purpose of this Special Notice is to provide transparency about the VA's intent to sole source the medical equipment procurement without a competitive bidding process. Contractors who believe they can provide a more advantageous solution to the government must submit clear and convincing evidence by January 7, 2025, at 4:00 PM EST. The primary point of contact for this opportunity is Lonnelle Jones, who can be reached via email at lonnelle.jones@va.gov. The contract will be a firm fixed-price arrangement with no option years, and the VA has determined that only the proposed vendor possesses the required capabilities to meet the requirement. This notice is not a solicitation or request for offers, and no solicitation package is currently available. Potential respondents must demonstrate how competition could provide greater value to the government if they wish to challenge the sole source determination.
