About this opportunity

The Department of Veterans Affairs, Ralph H. Johnson VA Medical Center, issued a sole-source intent notice on July 21, 2026, for the MONARCH QUEST Robotic Bronchoscopy System Upgrade, with capability statements due July 26, 2026 at 12:00 PM Eastern Time. The VA intends to award a firm-fixed-price contract to Auris Health, Inc. (Johnson & Johnson MedTech) for upgrade of the Government-owned MONARCH robotic bronchoscopy system, including the proprietary MONARCH Advanced Imaging Accessory Kit, Field Upgrade Kit, MONARCH QUEST software upgrade, installation, configuration, testing, validation, and associated labor. The sole-source justification under FAR 13.106-1(b) rests on Auris Health's status as the exclusive manufacturer and distributor of the MONARCH QUEST Upgrade (Product Code MON-AIU) with no third-party distributors; the VA determined that only this source can provide full compatibility with the existing Government-owned system. This notice is not an RFQ but serves to identify alternative responsible sources capable of meeting the requirements. Interested parties must submit capability statements demonstrating their ability to provide the proprietary upgrade while maintaining full compatibility with the existing system to contracting officer Jessica Cummings at Jessica.Cummings3@va.gov. Responses will be archived 15 days after the deadline. Work is performed at Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, South Carolina 29401. NAICS 334510; PSC 6515.

NAICS: 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing

Description

The Department of Veterans Affairs (VA), Ralph H. Johnson VA Medical Center, intends to award a sole-source, firm-fixed-price contract to Auris Health, Inc. (Johnson & Johnson MedTech) for the procurement of the MONARCH QUEST Robotic Bronchoscopy System Upgrade for the Government-owned MONARCH Robotic Bronchoscopy System.

The requirement includes the proprietary MONARCH Advanced Imaging Accessory Kit, Field Upgrade Kit, MONARCH QUEST software upgrade, installation, configuration, testing, validation, and all associated labor necessary to upgrade the existing Government-owned system.

The proposed contract action is conducted under the authority of FAR 13.106-1(b), Soliciting from a Single Source, because the Government has determined that only one responsible source is reasonably available to satisfy the agency s requirements.

Auris Health, Inc. has certified that it is the sole manufacturer and sole distributor of the MONARCH QUEST Upgrade (Product Code MON-AIU) and does not utilize third-party distributors. Because the upgrade is proprietary and must be fully compatible with the existing Government-owned MONARCH robotic bronchoscopy system, no other source is capable of meeting the Government s minimum requirements.

This notice is not a Request for Quotations (RFQ). It is issued solely to determine whether other responsible sources can provide the required proprietary upgrade.

Interested parties believing they can satisfy this requirement shall submit a capability statement demonstrating their ability to provide the required proprietary MONARCH QUEST Upgrade while maintaining full compatibility with the existing Government-owned system, including manufacturer authorization, warranty support, installation, and technical support.

Responses must be received no later than July 26, 2026, at 12:00 PM Eastern Time.

Responses shall be submitted electronically to:

Jessica Cummings

Email: Jessica.Cummings3@va.gov

The Government will consider all responses received by the due date. A determination not to compete this proposed acquisition based upon responses received is solely within the discretion of the Government.
