About this opportunity
The Department of Veterans Affairs Regional Procurement Office East, Network Contracting Office 4, has issued a Special Notice announcing its intent to award a sole source contract to Red One Medical for a Zimmer Rosa Robotic Knee System. The procurement is specifically for the Lebanon VA Medical Center and falls under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing. The Rosa system is a robotic surgical assistant designed for total knee replacement procedures that creates 3D patient knee models and uses a robotic arm with sensors and optical trackers to ensure precise surgical execution. The VA has justified the sole source approach based on the system's closed platform compatibility exclusively with Zimmer Biomet implants, noting that switching to alternative systems would require replacing existing inventory and extensive staff retraining. Red One Medical, identified as a Service-Disabled Veteran-Owned Small Business, serves as the exclusive distributor for this specialized medical equipment.
The primary objective of this Special Notice is to provide transparency regarding the VA's intent to proceed with a sole source procurement while offering other responsible firms an opportunity to demonstrate their capabilities. Interested contractors have until September 8, 2025, at 10:00 AM Eastern Time to submit capability statements that must include company details such as name, SAM UEI number, address, point of contact information, and business size certification. The procurement encompasses eight distinct items including the Rosa Recon Platform, Rosa Robotic Unit Cover, multiple surgical instrument kits, and calibration equipment. Companies must meet the small business size standard of 1,250 employees for this NAICS category to be considered. The government reserves the right to determine whether to proceed with the sole source award or convert to a competitive procurement based on the responses received, with the acquisition proceeding under FAR 13.5 Simplified Procedures for Certain Commercial Items.
