About this opportunity

The Department of Veterans Affairs (VA) Regional Procurement Office East, Network Contracting Office 4, has issued a Special Notice announcing its intent to award a sole-source contract to Nihon Kohden America, LLC for the procurement of medical equipment. Specifically, the VA seeks to purchase twenty (20) Nihon Kohden NKV330 respiratory ventilators to replace units currently under FDA recall. The procurement is being conducted under the Unusual and Compelling Urgency provision as outlined in 41 USC A3304(a)(2) and implemented by Federal Acquisition Regulation (FAR) 6.302-2. These ventilators are critical medical devices essential for supporting patients who are unable to breathe adequately in the Critical Care Department. The procurement falls under the North American Industry Classification System (NAICS) code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing, with a size standard of 1,250 employees.

The primary objective of this Special Notice is to inform potential contractors about the VA's intent to issue a sole-source contract and invite submissions of capability statements from responsible firms. Contractors interested in participating must submit detailed capability statements by April 1, 2025, at 8:00 AM Eastern Standard Time, with all submissions to be sent via email to robert.neal2@va.gov. While this is not a competitive quote request, vendors are encouraged to provide comprehensive evidence of their ability to supply or distribute the ventilators, including relevant corporate experience, applicable contract numbers, total contract dollar amounts, contract performance periods, specific supply details, and customer reference contact information. Eligible contractors should clearly specify whether they are direct suppliers, service providers, authorized resellers, or distributors. The VA will review these submissions solely to assess the marketplace for future procurements and retains complete discretion regarding potential competitive bidding. Importantly, the government will not provide compensation for submitted information, and this notice serves as the sole announcement of the VA's contract award intention.
