About this opportunity
The Department of Veterans Affairs (VA) National Acquisition Center is seeking to procure customized prescription hearing aid devices and repair services for eligible veterans and Department of Defense members through a sole-source contract. The procurement aims to ensure national clinical availability of hearing aids and provide standardized pricing across the VA enterprise. The contract will focus on specialized hearing aid supplies and services, specifically for the Prosthetic and Sensory Aids Service and Denver Logistic Services. The solicitation falls under NAICS code 334510 with a size standard of 1,250 employees, and interested parties may submit capability statements to Contract Specialist Connie Gordon by email before the December 12, 2024 deadline. The VA will evaluate submitted responses to determine whether to conduct a competitive procurement, though this pre-solicitation notice is not a request for competitive proposals.
The procurement is not set aside for any specific business category and is intended to be awarded directly to GN Hearing Corp as a single-source contract. The contract will cover proprietary hearing aid devices and repairs, with the VA determining that only GN Hearing Corp and four other manufacturers (Oticon, WS Audiology USA, Sonova USA, and Starkey Laboratories) can meet the technical requirements. These manufacturers collectively maintain 100% of the US market share for customized hearing aids and have held VA contracts for approximately 30 years. The procurement will be conducted under Federal Acquisition Regulation 6.302-1, which allows for acquisition from only one responsible source. The contract will specifically exclude over-the-counter hearing aids and will be structured as a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) contract with a five-year ordering period.
