About this opportunity
The Department of Veterans Affairs Veterans Health Administration is conducting market research to identify potential vendors for GENEActiv remote monitoring wearable devices at the Portland VA Medical Center. Potential vendors must be registered in SAM.gov and fall under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing, with a small business qualification of no more than 1,250 employees. The evaluation will focus on vendors' capabilities to provide devices meeting specific technical requirements, including 24-hour wear, up to 2 months battery life, continuous 4-10 week data recording, and 100% waterproof design. Interested businesses must submit a capability statement, courtesy market research quote, and country of origin information to Gregory.Watson2@va.gov by 3:00 PM PST on June 10, 2025.
While no specific set-aside is currently designated, the VA is particularly interested in responses from Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and other small businesses. The solicitation is an unrestricted/open market brand name or equal request for information, with a potential firm-fixed price supply purchase anticipated. The devices must be new, with no used or refurbished equipment accepted, and vendors must provide proof of authorized dealer or reseller status if not a manufacturer. The wearable devices are designed for passive patient monitoring, capable of tracking metrics such as heart rate, light levels, and movement, with open-source analytics and SDKs available. The VA emphasizes the importance of raw data output compatibility and the ability to retain data even if battery failure occurs during the recording period.
