5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): These services are currently under transition to a National Contract which will administer all current LEC contracts. Information has been collected from all VA's nationally for all services provided by current contractors and submitted through a LEC Data Call. Any changes to services provided or service providers, could delay the National Contract solicitation process. Switching to another provider at this time would take weeks to months to transition fully and would require resubmitting new data to be incorporated into the new National Contract requirements. Also, a change in providers at this time exposes the facility and all other sites to the risk of inadvertent outages that may impact patient safety.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: No efforts have been made. All LEC contracts will be switching to a National Contract.

7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Contracting Officer will determine price fair and reseanobaleness.

8. In an attempt to find other vendors who can bring a lower competitive price for the same service required by the statement of work, however I could not locate any such vendors.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: These services are currently under transition to a National Contract which will administer all current LEC contracts.
