The agency intends to solicit and negotiate with only one source or a limited number of responsible sources under FAR 6.302-1 authority. Contractors interested in this opportunity must submit capability statements within 5 days of the notice's publication on February 11, 2025, with a response deadline of February 15, 2025. The procurement is subject to Free Trade Agreements Act and World Trade Organization Government Procurement Agreement regulations. Potential contractors must be prepared to provide comprehensive manufacturing capabilities, and those not currently approved as a source will need to submit a detailed Source Approval Request package along with their proposal.
This pre-solicitation notice does not have a specific set-aside designation and indicates no incumbent contractor information is provided. While the exact award value is not specified, the procurement focuses on a specialized electrical component for military helicopter systems. The contract will involve manufacturing a power inverter with specific technical specifications, and the government will have sole discretion in determining whether to compete the contract based on received responses. DLA Aviation Philadelphia has indicated they will not delay award while source approval is pending, and the typical source approval process is expected to be concurrent with contract evaluation. Contractors must be prepared to demonstrate their technical capabilities, manufacturing readiness, and compliance with military procurement standards for this highly specialized electrical device.
