About this opportunity
The Department of Veterans Affairs Network 23 Contracting Office is seeking a contractor to provide an annunciator upgrade for emergency generators at the Sioux Falls VA Healthcare System (SFVAHCS). The procurement involves furnishing labor, transportation, parts, and expertise to upgrade three Caterpillar C18 generators with LC7 engines from EMCP 3.3 to EMCP 4.2B control systems, including the installation of annunciator panels and associated cabling in Building 50. Vendors must be factory-certified by the Original Equipment Manufacturer for the specific generator model and provide proper authorization letters directly from the OEM to comply with requirements regarding gray market and counterfeit items. The evaluation will use Lowest Price Technically Acceptable (LPTA) methodology for this firm-fixed-price acquisition. The original solicitation was posted on May 12, 2025, with the response deadline extended twice, ultimately to June 13, 2025, at 12:00 PM CDT, allowing vendors approximately one month to prepare their proposals.
This solicitation operates under NAICS code 335312 (Motor and Generator Manufacturing) with a size standard of 1,250 employees and carries no set-aside designation, making it unrestricted competition open to all qualified vendors. The specific quantities include three EMCP 4.2B Generator Set Controllers, eleven EMCP 4 Annunciator RS-485 units, and ten 1000-foot reels of Belden cable, with all associated installation and programming services. The contract includes a 90-day performance period for completion of all work, which involves removing existing panels, installing new equipment, programming systems, and confirming proper operation of all remote annunciator panels. Work will be performed at the Sioux Falls VA Healthcare System facility, specifically in Building 50 where the emergency generators are located. No incumbent contractor information or specific budget range has been disclosed in the solicitation documentation.
