The vessel must hold a Ship Inspection Report System Q-88 inspection dated no earlier than 60 days prior to submission, current Class Society Safety Management Certificate, Flag State International Ship Security Certificate, and appropriate U.S. Coast Guard documentation. The vessel must be capable of carrying clean petroleum products with demonstrated cargo tank compatibility based on certificates of quality from the last three cargoes. Crew complement restrictions prohibit citizens from China, Iran, North Korea, and Russia.
