About this opportunity

The Department of the Navy Military Sealift Command is seeking to procure a 60-day time charter for one or more clean, double-hull tanker vessels capable of carrying a minimum of 235,000 barrels of clean product. Vessels must be U.S. or foreign flagged and equipped with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT), with double valve isolation in designated cargo tanks to maintain natural segregation. The procurement is unrestricted, allowing all responsible sources to submit proposals, as determined by the Contracting Officer's market research and concurrence from the Director of MSC's Office of Small Business Programs. The solicitation was posted on March 4, 2026, with a response deadline of March 9, 2026, providing potential bidders with a five-day window to submit proposals or request clarifications.

This procurement involves multiple possible awards of up to two vessels, contingent on meeting the government's operational needs. The charter periods feature two potential laydays: March 20-21, 2026, and April 23-24, 2026, with each vessel operating under approximately 60 days of service. Delivery is intended for the Mediterranean Sea with pickup at St. Theodore, Greece, and redelivery at Piraeus, Greece, establishing the geographic scope of the contract performance. The contract award dollar amount, specific contract number, and contractor selection remain to be determined at the time of this pre-solicitation notice. No set-aside designation applies to this procurement, meaning both large and small businesses are eligible to compete for the opportunity.
