Required vessel specifications: maximum length 675 feet, maximum deadweight 50,000 MT, maximum beam 106 feet, maximum draft 36.0 feet when loaded, minimum speed 13 knots for MR tankers (9–10 knots for other vessels), vessels less than 20 years old (with condition assessment program rating requirements for vessels exceeding 15 years), and minimum two-cargo segregation capability.

Respondents must provide company information including small business status and unique entity identifier, vessel specifications including Q88 number, charter hire rates, fuel consumption rates, October–November 2026 availability, and alternative vessel features.
