About this opportunity
The U.S. Coast Guard Operational Logistics Command (LOG-94) seeks a single six-day advanced pistol, rifle, and maritime live-fire course for its Maritime Security Response Team West, with quotations due September 4, 2026. This procurement is a 100% Women-Owned Small Business set-aside issued as a Request for Quotation under Simplified Acquisition Procedure.
Place of performance is National City, California. The facility must be located within a maximum 880-mile driving distance from MSRTW's home station (1022 Bay Marina Drive, National City, CA 91950); facilities exceeding this distance are automatically technically unacceptable. The training is scheduled for Monday, September 28 through Saturday, October 3, 2026, with Government arrival on September 27 and departure on October 4.
The contractor must provide approximately 48 instructional hours over six consecutive days (normally eight hours per day), supporting 12–14 students per iteration. Required facilities include paper and reactive-steel ranges for pistol and rifle, dynamic training areas with tactical props, long-range rifle capability to at least 800 meters, a controlled inland-water live-fire area (minimum 1.5 miles) with land-based rifle-rated targets supporting multiple-target engagements from moving boats, classroom facilities, secure weather-protected storage for Government boats and weapons, fueling capability, and emergency medical response.
The lead instructor must have a minimum of five years' documented experience within the last ten years instructing advanced pistol/rifle live-fire courses to military, law-enforcement, or comparable tactical personnel. At least one maritime-block instructor must have documented, verifiable experience conducting or directly supervising live-fire weapons engagements from moving small boats toward land-based targets. A designated range safety authority must be empowered to halt training immediately for unsafe conditions.
Evaluation uses a two-step process: Step 1 applies mandatory Pass/Fail capabilities, and Step 2 scores technically acceptable proposals on Training Plan/Course of Instruction (35%), Past Performance (25%), Instructor Qualifications and Staffing (20%), and Safety and Range Control Approach (20%), combined with Total Evaluated Cost (contractor's firm-fixed price plus Government-calculated travel costs). The NAICS code is 611699, All Other Miscellaneous Schools and Instruction.
