About this opportunity

The General Services Administration (GSA) is conducting market research to identify qualified private-sector lessors who can provide contiguous office space for the National Science Foundation (NSF) in Alexandria, Virginia. This procurement supports NSF's planned relocation from their current headquarters at 2415 Eisenhower Avenue to accommodate the U.S. Department of Housing and Urban Development's move to NSF's present facility. GSA seeks Class A office space in turnkey condition that is furnished for 35% systems furniture and 65% office furniture, ready for immediate 100% occupancy by the end of November 2025. The space must be located within a delineated area bounded by Duke Street to the north, Interstate 495 to the south, S. Patrick Street to the east, and Telegraph Road to the west. Responses to this market research are due by September 4, 2025, and will inform the government's acquisition strategy, though GSA may proceed with a sole source action based on the responses received.

This opportunity does not utilize any set-aside designations and no current contractors or incumbents are identified in the notice. The lease must be structured to remain below GSA's Fiscal Year 2025 prospectus threshold of $3.926 million to satisfy budgetary requirements. GSA is seeking between 240,000 and 280,000 square feet of office space (ABOA) with 4 total parking spaces included. The contract structure calls for a 48-month full term that is also a 48-month firm term with no option periods specified. The space must be contiguous within a single building or shared location such as a campus setting with a complementary federal agency to meet operational requirements.

Notice text

The U.S. General Services Administration (GSA) is conducting market research through this presolicitation notice to identify qualified private-sector lessors with existing, contiguous office space available within close proximity to the National Science Foundation’s (NSF) current headquarters at 2415 Eisenhower Avenue, Alexandria, VA. This action supports the planned relocation of the U.S. Department of Housing and Urban Development (HUD) to NSF’s present facility and the resulting near-term need to provide NSF with suitable alternative space to maintain continuity of operations. This market research is aligned with GSA’s ongoing efforts—consistent with the Trump Administration’s agenda—to right-size the federal real estate portfolio by reducing the government’s physical footprint, consolidating where feasible, and avoiding long-term costs to taxpayers. Responses will inform the government’s acquisition strategy; this notice is not a request for proposals. However, based on the responses to this advertisement, the Government may determine to proceed with a sole source action.
