This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 513210 (Software Publishers) with a small business size standard of $47,000,000 in average annual revenue.
The Government requires procurement of 5G Software Stack Annual Maintenance for a base and one option year, and intends to negotiate a sole-source contract for this requirement with Radisys Corporation, 8900 NE Walker Rd Suite 130, Hillsboro, OR 97006. The applicable Radisys Corporation part numbers and associated descriptions for the required annual maintenance are as follows:
- 1000674-01 – 5GNR SA Intel Sub6Ghz CU
- 1000674-02 – 5GNR SA Intel Sub6Ghz DU Intel CL
- 1000678-01 – L1 High Sub6GHz on Intel (FlexRAN 5G)

The Government has determined that other companies’ products and services do not meet or cannot be modified to meet the Government’s needs. In August 2022 an initial software license to meet the Government’s requirements was purchased from Radisys Corporation on a sole-source basis. The annual maintenance being procured under this current effort is for the software that was previously purchased from Radisys Corporation in August of 2022. To the extent that the software license itself was purchased from Radisys Corporation on a sole-source basis, so too can the annual maintenance for the software only be purchased from Radisys Corporation on a sole-source basis. Interchanges with Radisys Corporation have yielded that they do not maintain a network of resellers or partners for their products. Accordingly, as aforementioned, the Government intends to make a sole-source award to them for this requirement.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to richard.childres@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 01 September 2024.
