About this opportunity

The Department of the Army Mission and Installation Contracting Command at Fort Sam Houston is seeking a non-personal services contract to provide comprehensive facilities and services for the Somerset Independent School District (ISD) JROTC Cadet Leadership Challenge (JCLC). The solicitation, numbered W9124D25QA184, requires a contractor to furnish facilities, equipment, medical services, and labor for a 5-day training event from 9-13 June 2025. Specific requirements include providing facilities for 220 Cadets and 40 Cadre, with specialized training areas such as high ropes, low ropes, zip lines, orienteering course, obstacle course, rappelling course, and a swimming pool for water safety training. The government will evaluate proposals using a lowest-priced, technically acceptable approach, with quotes due by 29 May 2025 at 09:00 AM Eastern Time. Contractors must meet the technical specifications outlined in the Performance Work Statement and demonstrate the ability to provide comprehensive lodging, dining, and training support.

The contract is not set aside for a specific small business designation, though the solicitation indicates potential preference for Women-Owned Small Businesses (WOSB) under NAICS code 721214. The place of performance is Newcombe Ranch in New Braunfels, Texas, with a firm fixed-price structure covering specific line items including 2,640 cadet meal services, 480 cadre meal services, 1,040 lodging services, and one program fee. The contract will support 22 JROTC programs, requiring gender-separated lodging with one bed/cot per individual and daily meals served at specific times. Contractors must provide certified lifeguards, outdoor training spaces including a campfire pit and drill competition area, and maintain safe working conditions throughout the event. While specific award value is not explicitly stated, the detailed requirements suggest a comprehensive and carefully scoped procurement targeting recreational and social service providers specializing in youth leadership training environments.
