About this opportunity

The Defense Logistics Agency Aviation is seeking to establish an Indefinite Quantity Contract (IQC) for a cable assembly specification under National Stock Number 5995-01-593-9710. The procurement will focus on a specialized cable assembly with export-controlled technical data subject to International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). The solicitation is specifically targeted for Service-Disabled Veteran-Owned Small Business (SDVO) concerns within the Electronic Component Manufacturing sector (NAICS 334419). Pricing will be evaluated based on an Estimated Annual Demand of 574 units, with a required delivery timeline of 187 days to facilities across the Continental United States. The solicitation is scheduled for release on February 20, 2025, with proposals due by that date, and will include a Reverse Auction procurement process.

The contract will be a 5-year base contract with no additional option periods, exclusively reserved for Service-Disabled Veteran-Owned Small Businesses. Contractors must have an approved US/Canada Joint Certification Program (JCP) certification and complete specific export-controlled technical data training to access sensitive documentation. The contract will have specific terms including FOB Origin and Inspection/Acceptance Origin for Direct DLA procurement. Successful bidders must navigate complex export control requirements, which restrict technical data disclosure to foreign persons and nationals, whether located in the United States or abroad. Proposals must be submitted directly to the Bid Custodian, with electronic submissions through DIBBS being unacceptable. The guaranteed minimum order will be specified in the final solicitation, and contractors will need to demonstrate capability to manage potential surge requirements for the cable assembly production.
