About this opportunity
The Defense Logistics Agency (DLA) Land and Maritime is conducting a pre-solicitation market survey for a pulse transformer with National Stock Number (NSN) 5950-01-258-3992, specifically matching Raytheon Company part number 2902703-2. The solicitation requires potential manufacturers to demonstrate their capability to produce a transformer that meets the original 1939 Raytheon drawing specifications through a comprehensive Source Approval Request (SAR) package. Interested manufacturers must submit detailed technical documentation proving they can produce an item equal to or better than the Original Equipment Manufacturer's (OEM) standard. The market survey seeks to gather information about potential suppliers' manufacturing capabilities, commercial item status, pricing, and delivery capabilities. Responses to the market survey are due by March 7, 2025, with interested parties required to contact Brian Maxwell via email at brian.maxwell@dla.mil.
The pre-solicitation notice indicates no specific set-aside for small businesses and does not name an incumbent contractor. The requirement is for 11 units with a 600-day delivery timeline, targeting manufacturers in the Capacitor, Resistor, Coil, Transformer, and Other Inductor Manufacturing sector (NAICS 334416). Potential suppliers must be prepared to provide certified cost/pricing data, particularly for contracts exceeding $2 million, and demonstrate experience with federal contracts over $10 million. The procurement will utilize a firm-fixed-price contract structure, with suppliers expected to meet Electronic Data Interchange (EDI) requirements and comply with standard federal contracting terms. Interested manufacturers must be registered in the System for Award Management (SAM) and be willing to undergo a comprehensive evaluation process to become an approved source for this critical component.
