AMENDMENT/QUESTIONS AND ANSWERS TO SOLICITATION:

QUESTION:

1) In Amendment 4, it states in the SOW that WIFI is not needed as the radios cannot connect to the VA network, however in the CLIN lines, line 006 says to add WIFI. Can you confirm we can delete CLIN 0006?

ANSWER:

That having out of the box WiFi in CLIN 006 would require QA9001 for that WiFi to be functional, but we actually don t want the WiFi as the radios would not be able to connect to our network anyway. We could drop that CLIN if it causes confusion, but I thought it was a standard feature that didn t cost anything.

QUESTION:

2) I scanned all over the documents and I do not see a request for programming. Do we need to include a cost to program these 27 radios?

Succinct answer is that yes, we would need to include programming as part of the bids. Frequencies that need to be programmed could be provided after the contract is awarded.

SOLICITATION UPDATE

SEE NEW RESPONSE DATE/TIME/ZONE AUGUST 4, 2020 10:00 AM EST.

NEW SOW BELOW AND CORRECTION TO CLIN LINE 6 PLEASE SEE

SOW-Radios

This is a request to procure radios to be used under emergencies as part of VAPHS s contingency plan. Should a natural disaster or mass casualty event occur resulting in the disruption of normal communication channels, having radio communication as an alternative form of communication will be of the utmost importance.

We request two different types of radio. The higher-end model, though more expensive, would have vital functions that a less expensive model does not. Specifically, we require a model that would allow for communication with local and state police as well as with first responders. A lower-end model would be sufficient for communication within the units of the medical center.

Radios must meet the minimum requirements below:

Radios for Communication with Outside Entities:

As outlined, in other paperwork, we request the Motorola brand for standardization.

Ten (10) Motorola brand APX 8000 All Band Model 2.5 radios with Astro Digital CAI operation, Motorola conventional software. Radios should also include Delete 7/800 MHZ band. Out of the box WiFi and WiFi capability are not needed as these radios cannot connect to our network. RSM display with jack, and cases should also be included. Standard warranties and shipping should be included in the bids.

Radios for Intrafacility Communication:

As outlined, in other paperwork, we request the Motorola brand for standardization.

Seventeen (17) Motorola brand APX 900 VHF Model 2 radios are requested that are P25 certified. Seventeen (17) single desktop unit chargers are also requested. Lastly, standard warranties and shipping should be included in the bids.
