The project encompasses comprehensive construction work including demolition, mechanical, electrical, structural, architectural, communications, plumbing, fire protection, and interior finishes within building 1. All work must comply with NFPA, ICRA, OSHA, life safety requirements, and federal, state, and local regulations while ensuring no disruption to ongoing medical center operations. The government is seeking qualified firms under NAICS code 236220 (Commercial and Institutional Building Construction) to submit capability statements and project experience information. Interested contractors must provide a three-page response by September 22, 2025, at 11:00 AM Central Time, including statements of interest, small business category, capability statements, company details, and information about three recent relevant projects.
This procurement opportunity prioritizes Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) under the Veterans First Contracting Program as mandated by Public Law 109-461, with small businesses encouraged to respond if no qualified veteran-owned firms are identified. No incumbent contractors are mentioned in this pre-solicitation notice. The anticipated contract structure is a one-time, Firm-Fixed Price (FFP) single award with a maximum bond requirement of $24 million, indicating the substantial scope and value of this renovation project. The government expects to award this specialized healthcare facility construction contract following completion of the market research phase, though no specific timeline for the actual solicitation release has been provided. Responses must be submitted via email to Madeline Allison at madeline.allison@va.gov with a specific subject line format including the project number and firm name.
