About this opportunity
The Military Sealift Command (MSC) is seeking to procure a 55-day time charter for up to two U.S. Jones Act compliant Articulated Tug and Barge (ATB) or Integrated Tug and Barge (ITB) vessels for petroleum fuel transportation. The vessels must be capable of carrying a minimum of 150,000 barrels of JP5/F76/JAA fuel and equipped with Segregated Ballast Tanks, meeting specific technical specifications regarding maximum dimensions and speed capabilities. The government will evaluate proposals based on technical acceptability and lowest price, with consideration given to domestic shipyard usage as a preference factor. Proposals must be submitted by October 27, 2025, at 1000 Eastern Time, and the government intends to award a firm-fixed-price contract under FAR 13.5 Simplified Procedures for commercial products and services.
There are no set-aside designations applicable to this solicitation. The charter period includes laydays from November 15-25, 2025, with pickup at the U.S. Gulf Coast (Port Arthur or Galveston, Texas) and redelivery on the U.S. East Coast (Jacksonville, Florida or Charleston, South Carolina). The solicitation does not identify specific current contractors or incumbents. Pricing will be evaluated based on charter hire rates and fuel consumption costs, with the government providing a fuel consumption spreadsheet indicating a fiscal year 2025 standard fuel price of $1,188.68 per metric ton for Marine Gas Oil/Marine Diesel Oil. Offerors are required to submit comprehensive shipyard data documenting vessel maintenance and overhaul work performed in the preceding four years, with preference given to work completed at U.S. shipyards.
