NSPIRE Full-Service Inspections (Nationwide)
NAICS Code 541350 - Building Inspection Services
BACKGROUND:
HUD is looking to move away from its current approach for procuring and managing inspection services to ensure that its inspection procurements comprehensively and timely satisfy its inspection requirements. The current approach requires REAC to undertake extraordinary measures to ensure quality inspections. HUDs overarching objective is for the Contractor to take the responsibility for the lifecycle of recruiting, training, and monitoring combination inspectors, as well as being responsible for delivering to HUD an inspection product that has been subject to quality management procedures. The current approach to procuring inspections has resulted in a serious backlog of inspections with gaps in in the national level of coverage needed. Additionally, REAC must undertake an unacceptable level of effort and investment to support the current approach, such as:
1) Recruiting, training, monitoring, mentoring, and developing all inspectors participating in the program;
2) Providing the inspection software used by Contractor to perform the field data collection component of the inspection process;
3) Maintaining multiple divisions of the REAC tasked with oversight and quality management of inspections; AND
4) Managing inspectors on an individual basis, including conducting all necessary quality management functions at the individual level.
The options available to REAC to rectify these issues under the current approach are insufficient. REAC therefore seeks a Contractor with the capabilities to recruit and train its own inspectors that can supply accurate inspection observations, including all support and administrative services that enable the Contractor to perform such work.
OBJECTIVES
The objective of this contract is to effectively and efficiently execute HUDs affordable housing inspection responsibilities, by relying on a small number of Contractors to conduct inspections and provide related support capable of providing the following physical inspection services:
1) Accurate, consistent inspection observations that collectively represent the overall physical condition of a property;
2) Performance of 10,000-20,000 inspections per year in the Continental U.S. (CONUS) and Outside the Continental U.S. (OCONUS) where HUD has properties;
3) Information Technology (IT) hardware and software for the planning, execution, and submission of inspections and results in a format acceptable by HUD (including all administrative, logistical, and managerial requirements to support such operations);
4) Develop and implement internal Quality Management (QM) to include remedies for substandard performance at the contract and inspector levels;
5) Recruitment, selection, and professional development of multi-disciplined inspectors, eligible for the conferral and continuation of certification by HUD;
6) Scheduling, arranging travel, and performing inspections in an effective manner that results in the least cost to the government while meeting HUD performance standards; AND
7) All review and analysis necessary to make formal recommendations for improvements in inspection standards, protocols, and processes.
This is an opportunity for you to review HUD's Performance Work Statement (PWS) and provide comments and questions on how to meet the Government's needs.
PLEASE PROVIDE ANY QUESTIONS AND/OR CONCERNS YOU MAY HAVE REGARDING THIS REQUIREMENT BY NOON MDT ON TUESDAY, JUNE 18TH, 2019. QUESTIONS ARE TO BE EMAILED TO KATHY.L.CLARK@HUD.GOV.

FEDBIZOPPS NOTIFICATION OF HUD INDUSTRY DAY
THIS IS A NOTIFICATION REGARDING A HUD INDUSTRY DAY ONLY.
This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only.
The Department of Housing and Urban Development (HUD) will hold an Industry Day on Friday, June 21, 2019 starting promptly at 9:30am - 12:30pm at HUD's Headquarters building located at 451 7th St SW, Washington, DC 20410 in the Brooke Mondale Auditorium. Please arrive by 9:00am EDT to check in at the guard station with official state or Government identification for each participant.
The Industry Day will brief interested parties on HUD's requirement for the following requirement:
BACKGROUND:
Specific to this contract, Real Estate Assessment Center (REAC) has proposed a new model - the National Standards for the Physical Inspection of Real Estate (NSPIRE) - to manage the physical inspection line of business. This includes new inspection standards and protocols; business processes; and Information Technology (IT) and support systems. NSPIRE is designed to improve transparency and alignment through standardized, repeatable processes and electronic submission of data to HUD. Design and development have progressed to a point that a deliberate and thorough field assessment through a demonstration program is the next logical step.
The NSPIRE Demonstration will develop and test the standards, regulations, business
processes, risk models, IT systems, and support services necessary to meet the goals
described above. Specifically, the Demonstration seeks to improve objectivity,
defensibility, and accuracy so that a more reliable assessment of housing conditions can be achieved. The scope of the inspection, the procedural guidelines, and the
individual deficiencies have been modified to remove subjectivity and ambiguity and to emphasize those areas that present the highest risk of harm to those living in HUD
housing. For more information about NSPIRE, please see the NSPIRE website at:
https://www.hud.gov/program_offices/public_indian_housing/reac/nspire
Further, HUD is looking to move away from its current approach for procuring and managing contract inspection services to one in which the Contractor provides full-service management and execution of physical inspections of HUD housing. To that end, REAC would look for a Contractor to perform the necessary activities to plan and execute physical inspections of HUD housing, consisting of but not limited to:
1. Recruiting, training, monitoring, mentoring, and developing all inspectors participating in the program;
2. Receiving, scheduling, planning, executing, and submitting accurate inspection observations in accordance with HUD established procedures and timelines
3. Providing the inspection software used by Contractor to perform the field data collection component of the inspection process;
4. Developing and maintaining a process for collecting and submitting recommendations and "lessons learned" to help HUD refine standards, tools, and processes used in the scheduling and execution of physical inspections,
5. Developing and implementing the necessary framework, plans, and programs to ensure quality assurance/management is being performed across all areas related to the physical inspection process to include individual inspector performance; and
6. Performing all support and administrative services related to the work performed under this contract.
OBJECTIVES
REAC is seeking Contractor support to provide engineering consulting services and function as an advisor to the government to assist with conducting a national demonstration supporting the NSPIRE protocol. The engineering consulting services include; design reviews, inspection and testing services, testing of inspection software, modeling and analysis, facility surveys, research studies, risk mitigation strategy development or reviews, and other related technical consulting services.
This is an opportunity for you to review HUD's DRAFT Performance Work Statement (PWS) and provide comments and questions on how to meet the Government's needs.
Acquisition information concerning specific program areas of the proposed acquisition vehicle will be highlighted. The agenda includes (but not limited to):
• Discussion of the commerciality of the requirement;
• New technology in the marketplace that applies to the requirement;
• IT infrastructure requirements that apply to the requirement;
• Identification of any requirements that might restrict competition;
• Improving opportunities to improve small business;
• Add other agenda items, as applicable.
While the event is free to attend, registration is required. Please limit attendance to two representatives per company.
To register, e-mail Kathy.L.Clark@hud.gov with the following: (1) full name, (2) title, (3) company/organization, (4) address, (5) CCR & DUNS Number, (6) Business size and socio-economic category, (8) SBA 8 confirmation (if applicable) (9) e-mail address, and (10) phone number for each attendee.
The Government will not compensate industry participants for travel, lodging, or any other expenses associated with this Industry Day.
