About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 9, seeks fabrication and installation of a metal carport for emergency management trailer storage at the Alvin C. York Veterans Affairs Medical Center in Murfreesboro, Tennessee, with proposals due June 1, 2026 at 11:00 AM EDT and questions due May 27, 2026 at 11:00 AM EST.
This is an SDVOSB set-aside solicitation under NAICS 236220 (Commercial and Institutional Building Construction). The carport must measure 50 feet wide by 40 feet deep by 12 feet tall with brown metal construction, dark brown roof, and brown sidewalls, closed on the sides with open front and rear for drive-through access. Scope includes a gravel base (approximately 25 feet by 40 feet), rain gutters on two sides (approximately 80 linear feet), debris removal, and site cleanup. The contractor must complete delivery and installation within 60 calendar days of contract award, coordinated with the Emergency Management Specialist, and provide a one-year warranty on parts, installation, and labor against material defects and craftsmanship.
The solicitation carries a $45 million budget ceiling. For general construction contracts under this SDVOSB set-aside, the prime contractor may not subcontract more than 85% of the amount paid by the government (excluding material costs) to non-certified SDVOSB firms. The service contract incorporates prevailing wage requirements under the Service Contract Act; rates in applicable Tennessee counties range from $10.89 to $46.78 per hour plus fringe benefits. Award will be based on best value considering technical capability and pricing. Questions and quotations are submitted to Julio Gonzalez at Julio.Gonzalez@va.gov.
