About this opportunity
The Naval Supply Systems Command, Fleet Logistics Center Puget Sound (FLCPS) is soliciting quick release pins for military equipment applications through Request for Quote (RFQ) N0040626Q0118. The procurement includes three specific line items: 4 units of a 3/8" diameter single-acting pin without lanyard (BLC6BC66S), 1 unit of a 1/2" diameter detent ball-lok pin with no shoulder (BLNC-8-10), and 5 units of a 1/4" diameter detent ball-lok pin with shoulder (BLDC-4-25), all manufactured by AVIBANK MFG., INC. All items must comply with AIA/NAS NASM 23460 specifications and be provided on a firm fixed price basis with FOB Origin delivery terms. The Government will evaluate proposals based on price (inclusive of transportation), delivery capability, technical compliance with no exceptions to specifications, and past performance to determine the responsible vendor offering the best value. The offer due date is April 28, 2026 at 11:00 AM, with an anticipated award date in May 2026. The Contracting Officer is Lorraine Small, reachable at 564-252-8263 or lorraine.m.small.civ@us.navy.mil.
This procurement is designated as a Total Small Business set-aside with 100% reserved for small businesses, and it carries a Women-Owned Small Business (WOSB) designation with a NAICS size standard of 750 employees. AVIBANK MFG., INC. (CAGE: 84256) is identified as the brand name requirement holder, with the justification based on the pins being direct replacement components for USS HIGGINS (DDG-76) where competing manufacturers' products do not properly fit and function, combined with AVIBANK's proprietary engineering rights and design control. The specific line item quantities total 10 units across the three part numbers, though no explicit budget range is disclosed in the solicitation. Inspection and acceptance will occur at the destination ports of SRF and JRMC Yokosuka, FPO AP 96349, with the Government arranging transportation through NAVSUP WSS. Payment will be processed via Wide Area WorkFlow (WAWF) with electronically submitted invoices.
