About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support office in Philadelphia is conducting market research to establish a five-year Basic Ordering Agreement (BOA) for the repair of aircraft components and systems supporting V-22, F/A-18, E2/C2, UAS, P-8, C-130, and H-1 aircraft, as well as Foreign Military Sales requirements. The government is seeking eligible parties capable of providing repair labor, materials, and facilities for the items detailed in Exhibit A. This pre-solicitation notice indicates the government's intent to solicit and negotiate with Honeywell International Inc. as the sole source under FAR 6.302-1 authority; however, all responsible sources may submit capability statements to express interest. The government will consider all proposals received prior to the February 3, 2026 due date, and retains sole discretion in determining whether to compete the contract based on responses received. Interested parties should note that Source Approval is required, and new source approval will not delay the contract award.

No set-aside designation has been applied to this procurement. Honeywell International Inc. is identified as the proposed incumbent contractor for this sole-source award. Exhibit A specifies 60 unique line items of aerospace components with estimated annual quantities ranging from 1 to 58 units across the five-year period, including valves, heat exchangers, compressors, indicators, generators, fans, controllers, and navigation systems for aircraft maintenance and repair operations. The procurement falls under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code 1660 (Aircraft Air Conditioning, Heating, and Pressurizing Equipment). Interested vendors without current source approval status must submit source approval documentation with their proposals, with additional information available through the NAVSUP WSS website.
