About this opportunity

The Defense Logistics Agency Land and Maritime is seeking sources for an Optical Loss Test Kit through this pre-solicitation notice. The procurement includes two specific NSN-coded items (MAX-945-NAV-M2042-KIT and MAX-945-NAV-M2042-UNIT) classified under Commercial and Service Industry Machinery Manufacturing (NAICS 333310) and Miscellaneous Aircraft Accessories and Components (PSC 1680). The government intends to award a firm fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract structured with three base years plus two one-year option periods. Key contract requirements mandate direct acquisition from the actual manufacturer, with the government noting that suitable technical data, manufacturing knowledge, or government data rights are not available to permit acquisition from alternative sources. The market survey deadline for responses is November 13, 2025, and interested parties should submit their responses directly to the DLA buyer, Marchaunda Tiller, at the provided email address. Prospective suppliers are required to complete the attached market survey form detailing their capabilities, pricing, delivery timelines, and contractual terms.

This procurement carries no set-aside designation and does not currently indicate a specific award value or budget range. The current approved manufacturer is Kitco Fiber Optics Inc., identified with CAGE CODE 08RC6, and the government is actively seeking additional potential sources through this market survey. The estimated yearly quantity for each item is 15 units, resulting in a combined annual requirement of 30 units over the proposed five-year contract period. The contract's structure as an IDIQ vehicle means that while quantities are estimated, actual orders will depend on government requirements, providing flexibility for both parties. This pre-solicitation represents the initial market research phase, with a formal solicitation expected to follow based on the responses received by the November 13, 2025 deadline.
