About this opportunity

U.S. Army Contracting Command – New Jersey, on behalf of the Project Manager for Maneuver Ammunition Systems, intends to issue an RFP for 5.56mm M1042 Loose and M1071 Linked Marking Ammunition Cartridges for the Close Combat Mission Capability Kit, with formal solicitation anticipated for the week of April 17, 2026. This is an Other Than Full and Open Competition (OTF&OC) procurement with no set-aside. The Government intends to award one Firm Fixed Price Requirements contract covering five one-year ordering periods from Fiscal Year 2026 through 2031.

The M1042 round fires from M4/M4A1, M16A2/A3/A4 rifles equipped with the CCMCK Conversion Bolt (NSN 1005-99-132-2616); the M1071 fires from M249 Squad Automatic Weapons with the same conversion system (NSN 1005-99-848-0609). The CCMCK enables engagement at minimum distance of five feet using low-velocity, reduced-energy, non-lethal marking ammunition while preventing standard service ammunition discharge. The marking cartridges deposit bright, water-soluble color compound on impact without penetrating Operational Camouflage Pattern uniforms or protective equipment, providing objective assessment of simulated lethality and shot placement.

Contractor shall manufacture, test, inspect, package, and deliver cartridges to Military Performance Specifications MIL-PRF-32313 and MIL-PRF-32315. The solicitation will provide access to these government specifications. Place of performance not specified in the presolicitation notice.
