About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 2 seeks procurement of one complete 12,000-pound-capacity, ALI-certified two-post vehicle lift system with installation services for the VA New Jersey Health Care System, Lyons Campus, with proposals due August 28 at 12:00 PM EDT. This is a Service-Disabled Veteran-Owned Small Business set-aside, limiting competition to SBA VetCert-certified SDVOSBs.

Place of performance is Building 49, Bay 5, Lyons VA Medical Center, 151 Knollcroft Road, Lyons, New Jersey, with FOB Destination delivery required within 30 calendar days of Notice to Proceed. The lift specification references the Challenger CL12/CL12A Series as the standard but permits equivalent products meeting all salient characteristics. Required components include a three-stage front and rear lifting arm assembly, mechanical positive locking and safety systems, body and 7,000-pound turf/all-terrain rail system accommodating wheelbases from approximately 26 to 116 inches, lift arm and extension adapter set, accessory storage cart, electrical safety disconnect assembly compatible with 208–230/240 VAC single-phase power, integrated air and electrical workstation, and complete installation and commissioning services. All equipment must be new OEM items; used, refurbished, remanufactured, or gray market items are prohibited. Vendors must be authorized OEM dealers, distributors, or resellers, verified by OEM authorization documentation.

Offerors must be registered with SAM.gov, include their UEI numbers, submit a completed and signed Limitations on Subcontracting certificate of compliance, and provide technical documentation demonstrating conformance. Offerors should specify country of manufacture; the Buy American Act provides preference for domestic end products. The NAICS code is 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing); PSC is 4910. Evaluation will weigh technical specifications conformance, total price, delivery schedule, and past performance. Award will be firm-fixed-price to the responsible offeror whose conforming offer is most advantageous to the Government. The contractor shall provide the manufacturer's standard commercial warranty for equipment and one year of workmanship warranty for installation following Government acceptance.
