About this opportunity

NAVSUP WSS (Naval Supply Systems Command) intends to solicit a Firm Fixed-Price Delivery Order under Basic Ordering Agreement N0038324GBN01 for overhauling and upgrading a specific valve assembly used in aircraft equipment. The procurement focuses on NSN 4810 01-353-9209, a Pressure Regulating Shutoff Valve, which will be upgraded from part number 2770073-114 to 2770073-115 to improve reliability and eliminate pressure cycling issues. This opportunity is being pursued on a sole source basis under 10 U.S.C. 3204(a)(1), with Parker Hannifin identified as the sole capable contractor. Interested parties must submit a capability statement by June 12, 2025, including company details, part number eligibility, OEM status, technical repair capacity, small business classification, and point of contact. Potential alternate sources must qualify through the design control activity's approved procedures and submit comprehensive technical documentation as outlined in the NAVSUP WSS Source Approval Information Brochure.

The pre-solicitation notice is classified under NAICS category 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with no specific small business set-aside. While the precise contract value is not specified, the procurement is targeted specifically at Parker Hannifin (CAGE Code 59211) for a logistics engineering change proposal. The Navy has determined that Parker Hannifin possesses unique engineering capabilities, design knowledge, and manufacturing expertise that cannot be replicated by other sources. Qualification and source approval are critical components of this procurement, with the government reserving the right to continue award based on fleet support needs even if source approval processes are not completed in time. The ultimate objective is to improve the reliability of a critical aircraft valve assembly and mitigate potential physiologic events through precise engineering modifications.

The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit the information detailed in the NAVSUP WSS Source Approval Information Brochure for Repair. This brochure identifies technical data required to be submitted based on your company’s experience in repair of the same or similar items. If your request for source approval is currently being evaluated at NAVSUP WSS and or NAVAIR, submit with your offer a copy of the cover letter that forwarded your request for source approval.

Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of the subject requirement may continue based on Fleet support needs.

This synopsis is for informational purposes only and it is not a request for competitive proposals. Responsible sources may submit a capability statement with sufficient detail that clearly demonstrates the capability to satisfy the requirement by the closing date.
