Paragraph 1:

The Department of the Navy Military Sealift Command is seeking to procure a 48-day time charter for a clean, double-hull tanker capable of carrying a minimum of 235,000 barrels of clean product such as F76, JA1, or JP5. The tanker must have an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT). The place of contract performance will be in the Mediterranean Sea, with the laydays commencing on June 26, 2024 and canceling on June 28, 2024. Proposals are due by May 30, 2024, and the agency will consider all responsible sources.

Paragraph 2:

This procurement is unrestricted, with no set-aside designation. The contract award amount and the successful contractor are to be determined. The agency has conducted market research and has the concurrence of the Small Business Administration Procurement Center Representative on the decision to release this procurement as unrestricted.

Description:  One, clean, approved, U.S. or foreign flag, double-hull tanker, with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) that is capable of carrying a minimum of 235,000 bbls of clean product (intentions F76, JA1, or JP5) within vessel’s natural segregation in designated cargo tanks with double valve isolation.

Place of Contract Performance:  The place/range of delivery is the Mediterranean Sea, Range and Port in Charterer’s Option (Intentions Athens, Greece); and the place/ range of redelivery is Mediterranean Sea, Range and Port in Charterer’s Option (Intentions Augusta, Italy).  The laydays commence 26 June and cancel 28 June 2024, and the period of performance will be 48 days.

Set-aside Status:  N/A.  The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research.  All responsible sources may submit a proposal, which shall be considered by the agency.  The Small Business Administration Procurement Center Representative has concurred with this decision.
