About this opportunity

The Naval Supply Weapon Systems Support (NAVSUP WSS) Nuclear Supply Chain Management Directorate has issued a Request for Information (RFI) to identify small business concerns interested in participating in future Blanket Purchase Agreements (BPAs) for nuclear reactor components classified under Federal Supply Code 4730. This Special Notice, posted by the Department of the Navy Naval Supply Systems Command, serves as a market research tool for the Nuclear Reactor Contracting Department. The directorate is responsible for providing comprehensive logistics and sustainment support to the Naval Nuclear Propulsion Program, including provisioning, procurement, and quality assurance of all components within the Navy's nuclear propulsion plants. The RFI specifically targets suppliers capable of providing high-quality repair parts and components for nuclear reactors. Individual purchases under these potential BPAs will not exceed $150,000 per transaction.

The primary objective of this RFI is to conduct market research and build a pipeline of qualified small business suppliers for future nuclear reactor component procurement needs. Interested contractors must submit white paper responses by September 29, 2025, describing their past performance in supplying similar nuclear reactor components, with submissions limited to 25 pages and 5MB in size. Eligibility is restricted to small business concerns that can demonstrate technical capability, production capacity, and robust quality management systems meeting rigorous standards such as ISO 9000 and MIL-I-45208. Potential suppliers must have access to specific e-business systems including System for Award Management (SAM), Wide Area Workflow (WAWF), and Bechtel Plant Machinery, Inc. (BPMI) Online E-commerce. The evaluation criteria will focus on technical capabilities, quality assurance systems, and compliance with stringent security and safety requirements essential for supporting the Navy's nuclear propulsion program.
