About this opportunity
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is conducting market research to procure ten hydraulic motors with integrated brakes specifically designed for use on US Navy submarines. The hydraulic motors must meet stringent military specifications including specific interface requirements, temperature ranges, pressure tolerances, displacement parameters, speed capabilities, efficiency standards, torque specifications, and mean time between failures criteria. The government intends to utilize other than full and open competition procedures under FAR 6.302-1, with MacTaggart Scott identified as the anticipated sole-source contractor. Interested businesses are invited to submit capability statements demonstrating their ability to provide these specialized hydraulic systems, with all responses due by 6:00 PM EST on October 9, 2025. Submissions must be sent electronically to jenny.e.tomeo.civ@us.navy.mil with the reference number "N64498-25-RFPREQ-PD-45-0103" in the subject line, and responses are limited to five pages covering technical capabilities and qualifications.
This procurement does not include any set-aside designations and is open to all business categories including large businesses, small businesses, HUBZone firms, 8(a) Small Disadvantaged Businesses, and Service-Disabled Veteran-Owned Small Businesses. MacTaggart Scott appears to be the incumbent or preferred contractor, as the government specifically references conducting the procurement from this company under sole-source justification procedures. The notice indicates this is part of a Basic Ordering Agreement (BOA) structure, with the formal Request for Proposal expected to be issued in February 2026 and a five-year performance period anticipated for the contract. The procurement involves exactly ten hydraulic motor units, representing a specialized, low-quantity requirement typical of submarine systems where precise engineering specifications and reliability are critical. The government emphasizes this is purely a market research exercise with no compensation provided for response preparation, and all submissions become government property that will not be returned to respondents.
