About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 23 (VISN 23), issued a Notice of Intent on June 12, 2026, signaling a sole-source, firm-fixed-price contract award to Campbell-Sevey Inc. for three Armstrong freeze-proof steam coils required by the Minneapolis VA Health Care System, with responses due by June 17, 2026, at 12:00 p.m. Central Time. The award is justified under FAR 12.102(a) on the basis that Campbell-Sevey is the only authorized vendor in the geographic region capable of meeting the specialized equipment requirements and Statement of Work specifications.
The three steam coils are Armstrong models BV2-110D with Retromix configuration, BV2-12C heavy-duty, and BV2-8B Duramix, each with specific airflow, steam, and heat load ratings; all feature stainless steel 304L pressure parts and Belimo electric actuators. Delivery is restricted to the Minneapolis facility (One Veterans Drive, Minneapolis, MN 55417) on weekdays between 7:00 a.m. and 3:00 p.m., excluding federal holidays, with the VA-issued Purchase Order Number required on shipping documentation.
Interested vendors may submit capability statements demonstrating ability to meet all specialized requirements, including organization name, UEI, address, contact information, website, telephone number, manufacturer authorization agreements, and applicable small business subcontracting percentages or GSA schedule information. The contracting officer is Cameron Rick (cameron.rick@va.gov, 651-293-3036). The government reserves the right to conduct competitive procurement based on statements received. NAICS code 333415; PSC 4420.

It is not a request for competitive quotes.
The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to Campbell-Sevey Inc. because they are the only vendor authorized to provide the replacement equipment required in the geographic region as the Minneapolis VA Health Care System and able to meet the requirements set forth in the statement of work required by the Veterans Integrated Service Network 23 (VISN 23). Firms shall include the following information with their responses:
Organization name, unique entity identification (UEI) number, address, email address of a point of contact who can verify the demonstrated capabilities, website address, and telephone number.
Capability statement demonstrating the ability to meet all the specialized requirements stated in the Statement of Work and your organization s expertise in the above-described areas in sufficient detail, including any other specific and relevant information.
Copies of any agreements with companies/manufacturer(s) showing authorization to provide required products / services.

Vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to cameron.rick@va.gov. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
