The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days before the contract expires.

Added: Mar 27, 2015 6:22 pm The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire performance-based, non-personal, contractor services to support the Joint Tactical Operations Interface Training Program and the United States Message Text Formatting Training Program. The programs include planning and operating a specialized Department of Defense international school, and teaching on unique military Link-16 radios residing in most combat ships, aircraft, helicopters and vehicles. The Joint Staff, J7, Joint Interoperability Division (JID) Division, Pope Army Airfield, Fort Bragg, North Carolina manages the two programs. JID operates under the Chairman of the Joint Chiefs of Staff direction.

The requirement covers 17 military training courses and contractor travel to 22 joint/allied and coalition partner nations. Based upon market research, the Government is not using the policies and procedures of FAR Part 12, Acquisition of Commercial Items. The contract type resulting from this requirement will be single-award, indefinite-delivery indefinite-quantity, firm-fixed price. The acquisition will use full and open competition after exclusion of sources. The acquisition will be a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, under North American Industry Classification System Code 541330, business size standard $15 million, Product Service Code R425. The anticipated performance period is a one-month phase-in period to start 18 June 2015; an eleven-month base period to start 19 July 2015; and four twelve-month option periods.

The source selection will use the Tradeoff Process pursuant to FAR 15.101-1. Specific actions and/or tasks required will be identified in individual task orders issued under the contract resulting from the Request for Proposals (RFP). The RFP will require the submission of both a non-price/cost volume and a cost/price volume. The Navy’s evaluation of proposals will consider the offeror’s non-price/cost proposal more important than the offeror’s price/cost proposal. All responsible SDVOSB concerns may submit a proposal, which will be considered by the Contracting Department. Upon its release, RFP number N00189-15-P-Z025 will be made available electronically at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the RFP will not be provided.

Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received. It is anticipated that the solicitation will be released on or around 11 April 2015. This date is subject to change. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
