This pre-solicitation notice seeks information regarding vendor capabilities, pricing, manufacturing processes, and potential barriers to contracting for a potential one-time large buy to support military customers worldwide. The market research is intended to inform DLA's acquisition strategy and determine the viability of issuing a formal solicitation. While this notice does not constitute a formal solicitation, RFQ, or RFP, respondents are requested to provide detailed information including business size, inventory status, production lead times, warranty details, packaging requirements, and material sourcing capabilities. The deadline for submitting responses to the attached Market Survey is 3:00 PM EST on Friday, January 16, 2026, and submissions should be directed to Manuel De La Hoz (manuel.delahoz@dla.mil) and Tiffany McFadden (tiffany.mcfadden@dla.mil). The government assumes no financial responsibility for costs incurred in responding, and submission is purely voluntary and non-compensated.
Currently, four approved sources supply this component: Triumph Engine Control Systems LLC, Lynn Electronics LLC, The Boeing Company (two divisions), all providing the same part number or equivalent alternatives. DLA is researching a one-time procurement of 70 units with a 100% quantity option, with FAR 52.217-6 and FAR 17.2 governing the potential option structure. No set-aside designation applies to this procurement. While specific budget or award values are not disclosed in this pre-solicitation notice, interested contractors should monitor the System for Award Management (SAM) website for any formal solicitation that may be issued following this market research phase. The component falls under NAICS code 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing) and PSC code 4130 (Refrigeration and Air Conditioning Components).
