The contractor will be responsible for providing a technical team with verified expertise to perform engineering, inspection, maintenance, overhaul kit development through the Steam Critical Spares Program, repair, fabrication, and refurbishment services. The government intends to award this contract on a sole source basis under the authority of FAR 6.302 and 10 U.S.C. 3204(a)(1), as Northrop Grumman System Corporation is deemed the only responsible source capable of fulfilling the Navy's requirements. While this is not a competitive solicitation, interested parties may submit written responses to michael.b.excll.civ@us.navy.mil and kaitlyn.r.sawicki.civ@us.navy.mil prior to the April 21, 2026 closing date to demonstrate their interest and capability, and the government will evaluate all submissions to determine whether competitive procurement is warranted. The Product Service Code for this effort is 2825, and evaluation will focus on the contractor's technical expertise and capability to support Life Cycle Engineering and Critical Spares Equipment Rotatable Pool Management.
There is no set-aside designation for this procurement. Northrop Grumman System Corporation, located in Sunnyvale, California, is the identified incumbent contractor for this sole source award. The solicitation notice does not specify an award value or budget range for the contract. The work will be performed in Philadelphia, Pennsylvania 19112, and will encompass ongoing engineering support and maintenance services rather than a defined quantity of goods or a specific timeline. The NAICS classification is 333611 (Turbine and Turbine Generator Set Units Manufacturing), which aligns with the technical nature of the propulsion turbine rotor components and services being procured.
