About this opportunity

The Military Sealift Command is conducting market research on dry cargo vessel time charters with a sources sought response deadline of May 11, 2026 at 1100 hours Eastern Time. This is not a competitive solicitation and does not commit the government to contract or reimburse response costs.

MSC seeks information on U.S. and foreign flag Roll-On/Roll-Off (RO/RO) vessels capable of carrying a minimum of 325,000 square feet of military cargo, including helicopters, tracked and wheeled vehicles, and breakbulk items. Two charter scenarios are under evaluation: a 40-day charter from Charleston, South Carolina to either Subic Bay, Philippines or Busan, Korea (charterer's option), and a 60-day charter from Charleston, South Carolina to Melbourne, Australia. Layday window commences June 30, 2026 and cancels July 30, 2026.

Respondents must provide vessel name and description, daily charter hire rates with any delivery/redelivery bonuses, fuel consumption rates for underway and inport working, militarily useful square feet of deck space (with minimum 7-foot-5-inch clearance), supercargo accommodation capacity, business size, and any sub-contracting opportunities for large businesses. The small business size standard for water transportation services under NAICS 483111 is 1,050 employees. A cargo list is not available. Responses should be submitted via email to Jordan Morrison at jordan.a.morrison5.civ@us.navy.mil or (564) 230-3633, or Amy Hutchings at amy.r.hutchings.mil@us.navy.mil.
