About this opportunity
NASA Glenn Research Center is seeking to procure Shape Memory Alloy (SMA) wire and alternate forms for developing non-pneumatic, compliant tire technology intended for lunar and Mars rover missions. The agency intends to sole source this contract to Fort Wayne Metal Research Products, LLC under FAR 6.302-1, citing that only this vendor can satisfy their specific requirements. Interested organizations may submit their capabilities and qualifications electronically to Kevin Carroll by 5:00 PM EST on December 15, 2024. The evaluation will focus on determining whether the acquisition should proceed on a competitive basis, with the government retaining full discretion in this decision. Respondents should be prepared to demonstrate expertise in processing and fabricating SMA materials capable of operating at extremely low temperatures (down to 40 Kelvin).
The contract is not set aside for any specific business category and will be performed primarily at Fort Wayne Metals' facility in Fort Wayne, Indiana. The five-year contract encompasses comprehensive requirements including SMA wire and alternate forms fabrication, rigorous testing, documentation, and process development. Contractor qualifications must meet SAE AS9100 quality assurance standards and include robust configuration management and contamination control protocols. The work involves producing materials for both flight and non-flight hardware, with flight components requiring additional manufacturing readiness reviews and stringent quality controls. While specific award value is not disclosed, the contract represents a critical technology development effort for NASA's future lunar and Mars exploration missions, focusing on advanced material production for extreme environmental conditions.
