About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking to procure a professional 4-way parachute instructor for the US Army Parachute Competition team. This pre-solicitation notice, posted on March 5, 2026, with a response deadline of March 11, 2026, is intended to gauge market interest and capability among potential contractors. The Government explicitly states that this notice does not constitute a formal request for quote, invitation for bid, or request for proposal, nor does it represent a commitment to contract. Small businesses across all socioeconomic categories are encouraged to respond with information demonstrating their capability to meet the requirement at fair market prices. The Government will not accept unsolicited proposals or pay for administrative costs incurred in response to this notice, and potential offerors must monitor the Government Point of Entry for further information regarding this procurement.

The Government has indicated a preference for a small business set-aside, contingent upon receipt of responses from two or more qualified small businesses that provide sufficient information to support the set-aside designation. No incumbent contractor or specific award value has been disclosed in this pre-solicitation notice. The services fall under NAICS code 611620 (Sports and Recreation Instruction) and PSC code U099 (Education/Training—Other), suggesting a classification focused on specialized training and instruction rather than product procurement. While this notice does not bind the Government to any specific contract timeline or budget parameters, interested parties should recognize that future solicitations may emerge from this market research effort, and timely response to this pre-solicitation could position them favorably for formal solicitation opportunities.
