Awarded Vendors: SEMCO. Contract Award Dollar Amount: 295782.00. Contract Award Date: 2016-09-16.
Update #2 ·
The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit, negotiate and award a sole source FFP type contract for replacement of telemetry processing systems at the Atlantic Test Range (ATR), Patuxent River, MD. This soles source procurement is part of the Real-Time Telemetry Processing System (IV (RTPS IV) upgrade being managed by the NAWCAD Telemetry Branch (5.2.4.3) at ATR. RTPS IV is a Navy Improvement and Modernization effort aimed at replacing the existing telemetry processing systems at ATR. RTPS IV provides processing and display of data which is collected and transmitted as telemetry signals from the aircraft or other test article. Systems Engineering & Management Company (SEMCO) has successfully provided generations of reliable telemetry receivers and support for more than 20 years. SEMCO has proven units with impressive MTBF figures and cost-effective operation. SEMCO has supported stationary, mobile, and shipboard TM operations with total success. The newer models for the current acquisition have the added advantages of being lighter in weight and have larger LCD panels allowing offline/user GUI access for control. Larger LCDs and their associated GUIs allow for easier programming and setup of receivers, minimizing errors (risks) or stress during operation. This equipment is mission critical to support ATR telemetry infrastructure and provide the needed capability to support all major flight testing at ATR. Therefore, the Government intends to award this requirement on a sole source basis to SEMCO (1430 Vantage Court, Vista, CA 92081) under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other services or supplies will satisfy the agency requirements. The PSC code is 5985 and the NAICS code is 334220 with a size standard of 750 employees.
THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement which shall be considered by the agency. Response(s) to this notice may be made via e-mail or on company letterhead: include company's name, point of contact, address, phone number, DUNS number, business size and this notice number. Responses may be emailed to Leanne Mattingly at leanne.mattingly@navy.mil. If no written response is received on or before 05 August 2016, 1400 EST, a contract may be issued without further notice.
