About this opportunity

The U.S. Department of Justice Bureau of Prisons is seeking canned food service products for the Federal Prison Camp in Montgomery, Alabama, through a competitive solicitation for the 3rd Quarter Fiscal Year 2025. The procurement is specifically targeting various food items for the prison's food service operations, with potential vendors required to be registered in the System for Award Management (SAM) and complete the annual Representations and Certifications Application (ORCA). Interested bidders must submit their quotes via email to pmcknight@bop.gov by March 14, 2025, at 3:00 PM Central Standard Time, with a strict requirement for compliance with all solicitation instructions. The government will evaluate offers based on two primary factors: past performance and price, with past performance being weighted more heavily than pricing. Potential contractors must provide their Data Universal Numbering System (DUNS) number and be prepared to adhere to Federal Acquisition Regulation (FAR) clauses, particularly FAR 52.212-4 for commercial items.

The solicitation is designated as a Total Small Business set-aside, meaning only small business entities are eligible to compete for this contract. While specific incumbent contractors are not explicitly named in the documents, the Abstract.pdf reveals potential vendors such as National Food Group, JNS Foods, Advanced Comm, DTM Biz, and Shavers. The goods are to be delivered between April 1st-15th, 2025, with strict delivery parameters of Monday through Friday, 7:30 a.m. to 2:00 p.m., excluding federal holidays. Orders exceeding $10,000 will be processed on SF-1449 forms, while smaller orders will utilize government purchase cards. The place of performance is the Federal Prison Camp located at Maxwell Air Force Base in Montgomery, Alabama, with quantities ranging from 30 to 2,300 units across various canned good line items. Awarded pricing will be publicly available on beta.sam.gov between April 1st-15th, 2025, and the government reserves the right to award items individually, in groups, or in aggregate based on what is most advantageous.
