About this opportunity

The Air Force Research Laboratory is seeking annual maintenance services for an existing Nano Dimension branded 3D Electronics Printer through a sole-source procurement under FAR Part 12 and 13. The required maintenance includes remote support, up to two sets of replacement print heads, preventative maintenance kits, and software updates for a base year plus four option years. The Government intends to negotiate directly with Nano Dimension USA, Inc. located in Waltham, Massachusetts, as they have determined this company to be the sole provider of maintenance for their printer products with no authorized resellers. While this is informational notice and not a request for quotation, responsible sources may submit capability statements or proposals that demonstrate clear and convincing evidence that competition would be advantageous to the Government. All inquiries must be directed to cody.owens.4@us.af.mil with responses due by July 31, 2025, and the Government anticipates an award date on or before August 31, 2025.

This procurement does not utilize any set-aside designations and falls under NAICS code 333248 with a small business size standard of 750 employees. Nano Dimension USA, Inc. is the incumbent contractor, having previously provided the original 3D Electronics Printer to the Government in August 2023 on a sole-source basis, which included one year of maintenance that has now concluded. The specific maintenance product required is identified as Product Code NND-CCS-WA-0003 DragonFly Comprehensive Annual Maintenance. The contract structure includes a base year of maintenance services plus four additional option years, though no specific dollar values or budget ranges are disclosed in this pre-solicitation notice. The Government's determination for sole-source procurement is based on email exchanges confirming that Nano Dimension does not work with resellers for maintenance services and is the exclusive provider for their printer products.

Notice text

This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR Part 13 Simplified Acquisition Procedures.  This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333248 (All Other Industrial Machinery Manufacturing) with a small business size standard of 750 employees.

The Government requires the procurement of follow-on annual maintenance for an existing Nano Dimension branded 3D Electronics Printer for a base and four option years, and intends to negotiate a sole-source award for this requirement with Nano Dimension USA, Inc. 300 5th Ave, Waltham, MA 02451-8778.  The relevant Nano Dimension USA, Inc. product code and associated description for the required annual maintenance is as follows:

Item 1 – Product Code: NND-CCS-WA-0003

DragonFly Comprehensive Annual Maintenance

The Government has determined that other companies' products do not meet or cannot be modified to meet the Government's requirements.  Previously, in August 2023, the Government purchased a Nano Dimension branded 3D Electronics Printer on a sole-source basis from Nano Dimension USA, Inc., which is currently in service.  Included in the cost of the initial printer purchase was one (1) year of annual maintenance to include, among other things, remote support, up to two (2) sets of replacement print heads, preventative maintenance kits, software updates, etc., which began at the time of installation of the machine.  As the one (1) year of annual maintenance that was included with the initial printer purchase has now concluded, follow-on maintenance is required in order to keep the machine fully functional, up to date (in terms of software), and a turnkey solution for making circuit boards.  To the extent that the initial printer purchase was a sole-source purchase directly from Nano Dimension since they have no resellers for their products, so too is the maintenance of said printer a sole-source purchase directly from Nano Dimension.  Email exchanges with Nano Dimension have yielded that they are indeed the sole-source provider of maintenance for their printer products, and they do not work with resellers for such maintenance.  Accordingly, based on the foregoing, the Government has determined Nano Dimension USA, Inc.to be the sole-source provider of the required maintenance.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to cody.owens.4@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 August 2025.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
