About this opportunity

The Department of the Air Force's 36th Contracting Office at Andersen Air Force Base, Guam has issued a Brand Name Notice of Intent for a SIPR Refresh project. The notice announces the agency's intention to award a sole-source, firm-fixed price contract specifically to Cisco for network switches required for the base's classified SIPRNet infrastructure. This is designated as a Total Small Business set-aside opportunity under NAICS code 334118 (Computer Terminal and Other Computer Peripheral Equipment Manufacturing) and PSC code 5930 (Switches). The notice was posted on July 22, 2025, and represents a non-competitive procurement action that the Air Force intends to justify under FAR 6.302-1 authority.

The primary objective of this notice is to procure Cisco brand network switches to refresh the existing NIPRNet and SIPRNet infrastructure at Andersen Air Force Base, which is valued at approximately $67 million and consists predominantly of Cisco proprietary hardware and software. The Air Force requires Cisco equipment specifically to ensure full interoperability and seamless integration with the established network architecture, including its unique operating system (IOS) and management protocols. Interested contractors have until August 6, 2025, to submit responses demonstrating clear and convincing evidence that competition would be advantageous to the government. All responsible sources may submit capability statements, proposals, or quotations to designated Air Force personnel via email. If no competitive offers, comments, or objections are received by the deadline, the agency will proceed with issuing a brand-name solicitation exclusively for Cisco equipment.
